Medical insurance for foreign citizens

Foreign citizens and stateless persons temporarily staying or temporarily residing in the Republic of Belarus are required to have an obligatory medical insurance contract (Belarusian insurance companies Belgosstrakh or Eximgarant) or a medical insurance contract concluded with a foreign insurance organization in case of emergency medical care in medical institutions.

In order to protect you and ensure maximum convenience in our state, an obligatory medical insurance contract for foreign citizens and stateless persons temporarily staying or residing in the Republic of Belarus can now be concluded online on our website.

Instructions for concluding an obligatory medical insurance contract through Your personal account:

1.    register in Your personal account;
2.    after successful registration in Your personal account, You will receive an activation notification by email;
3.    after activating Your personal account You should enter Your personal data;
4.    in the “Buy a policy” section, select “Obligatory medical insurance”, then in the “Insurance premium calculation” section, set the start date of the insurance policy and the expiration date of the insurance policy (inclusive), fill out the windows that appear and confirm the conclusion of the contract;
5.    to pay for the contract, go to the “Draft contracts” tab and then go to “Contract” and click on the “Wallet” icon. Pay for the contract.
6.    within 24 hours after payment, a notification about the conclusion of a contract will appear on the “Policies” tab, confirming the existence of an obligatory medical insurance contract.

An obligatory medical insurance contract concluded with a foreign insurance
organization must meet the requirements:
•    contain the name of the foreign insurance organization and its location, telephone numbers or international assistance services, as well as full name (in full) of a foreign citizen;
•    is valid on the territory of the Republic of Belarus;
•    is valid during the period of temporary stay or temporary residence of a foreign citizen in the Republic of Belarus;
•    provides an insurance amount of at least 10,000 euros.

(emergency medical care is provided free of charge):

• Moldova
• Tajikistan
• Uzbekistan
•    Ukraine
•    Russia
• Turkmenistan

An obligatory medical insurance contract covers the provision of emergency medical care only.

Emergency medical care is a set of medical services in case of the sudden diseases, conditions and (or) exacerbation of chronic diseases of the insured person that require emergency medical intervention, unless otherwise established by international treaties of the Republic of Belarus. 

Medical care is provided only in state medical institutions and (or) in state medical scientific organizations.

In case of admission of a foreign citizen in a medical institution or if he’s transported to a medical institution by ambulance, the foreign citizen must produce his passport and insurance policy of obligatory medical insurance, issued in accordance with the requirements of the Republic of Belarus.

If foreign citizens have no insurance policy (certificate of insurance) satisfying the appropriate requirements and refuse to take out a compulsory health insurance at border checkpoints of the Republic of Belarus, located at international airports, they get a refusal of entry to the Republic of Belarus according to the legislative acts of the country.
